Anyone know of former Puerto Rico governor & Obama "protege"; selling land to Hugo Chavez?

I heard some rumors that one of Obama`s political "friends" & former island governor, Anibal Acevedo Vila, has sold some land on the island to Hugo Chavez, during his administration. If island governors are prohibited from doing something like that without US Congress consent, did he get permission from Obama`s administration to sell that land?
