Why does the disney channel suck so bad?

Why did they focus more on crappy live-action shows and focus less on cartoons. I remember when they had cartoons like Recess (still airs in Canada) The Weekenders and they actually had good live-action shows like Even Stevens. I think its either because they are putting less effort in their programming or they are trying to appeal to unintelligent kids and teens. I also think they don't care about their old shows and they just cancel them because they think it's cool.
