Sometimes when i try to use hot water, my boiler sends the water to the radiators instead. why is this?

I have a combi worcestor 280. i have had strange water (slightly orange, giving off gas) due to water works, perhaps there is dirt in the system. i have phoned around, some people say i might have a 'sticky diverter'.
