Do you think the housing director had a right to get upset?

Our housing director told two guys that live on the dorms that if they do this act they will get writeup (which means 2 more and theyll be kicked off housing). Apparently they took the couches outside the living area to outside so that themselves and others can look at things from internet through a projector. However someone complained about the fact that they left the couches alone outside for couple minutes and he saw a cat crawled out of it.
